Opportunity Passport – Dubuque has connected with the Iowa Youth Policy Institute in Des Moines to offer Opportunity Passport. We have successfully teamed with DuTrac Community Credit Union and Four Oaks to provide this program in Dubuque. Opportunity Passport will allow matched savings accounts for 10 youth in Dubuque County who are between the ages of 16 and 21 who were in foster care after age 14.
